Wait. I can't start Steam in offline mode because it can't connect to the Steam network? What? I can't connect even if I want to now. Phone's down. Meh.
Ah, I feel your pain. I was down a day and a half last week (major problems in the area - no cable either). Of course, it wasn't too bad for me since I had internet access at work.
For some reason the phone was out for at least three hours yesterday. I saw them working on it when I drove in for my appointment and they weren't there when I drove back. Must have moved to a different node.
I think they're still fixing up the lines from Ike. I know they buried the above ground cable that knocked us out of phone for a bit.
